Public Policy Influence

Chunghwa Telecom takes the initiative to participate in public including participation in associations locally and abroad, supports the government in promoting universal service and infrastructure, and development of forward-looking industries. Chunghwa Telecom allocated approximately NT$780 million in it in 2025. These investments encompass multiple aspects. Nevertheless, the main purpose is to leverage practical actions and resource allocation, combined with the participation of corporate volunteers, to concretely support issues and public policies of public interest. Chunghwa Telecom aspires to exert the social influence of the enterprise and positively contribute to the sustainable development of society through participation and engagement.

According to Article 8 and Article 9 of the "Procedures for Ethical Management and Guidelines for Conduct for Chunghwa Telecom Co., Ltd.," the Company is prohibited from making political donations and from providing or promising any facilitation fees. As such, Chunghwa Telecom has not engaged in any lobbying or interest representation activities with relevant interest groups.

In 2025, We have been involved with nearly 100 associations and organizations. Through the exchanges and collaboration among peers in and across the industry, apart from insight and grasp of industry trends and dynamics, Chunghwa Telecom utilize our social and industrial impact to drive the development of the whole telecom industrial chain via active issues participation and engagement. Involvement and Initiatives of Climate-related Associations

Chunghwa Telecom attaches importance to the issue of climate change and keeps tabs on the international trends of net-zero emissions reduction. We ensure that our positions and statements on the climate-related public policies are aligned with the Paris Agreement, aiming to achieve Net Zero Emissions and mobilize partners in the upstream and downstream partners to realize the goal of limiting global warming to within 1.5°C as set out in the Paris Agreement.

External Engagement Management Mechanism on Climate Change

Mechanisms and Responsibilities	Guidelines in Participation in Climate and Sustainable Development Public Policies has been formulated, and relevant management mechanisms have been established. The Sustainable Development and Strategy Committee is the highest supervisory body for the sustainable business promotion at Chunghwa Telecom, under which is the Sustainable Development Promotion Committee chaired by the Chairman, responsible for supervising the participation in climate and sustainable development-related public policies, engagement activities, and involvement in associations and organizations at Chunghwa Telecom.
Reviewing and monitoring process to assess whether public policy engagements is aligned with the Paris Agreement	Rigorous participation and management mechanisms through pre-participation review and ongoing monitoring have been established to ensure that the positions of climate-related associations in which Chunghwa Telecom participates continue to align with the Paris Agreement, i.e., aiming to limit the average global temperature increase to within 1.5°C of pre-industrial level. If the policy and activities position of the association are not aligned with the Paris Agreement and the Company’s climate policy and sustainable development goals and positions, the Company will take the following steps: (1). Clearly address the Company’s position to the association through multiple channels, actively engage in communication, and continue to monitor whether the association makes any adjustments in its response, plans, or related activities. (2). If there are no adjustments or appropriate responses from the association after six months of communication, the Company will terminate any form of support and participation in the association and announce the withdrawal publicly.
