Implementation status
CHT has designated the Organization and Talent Development Department as the unit responsible for promoting ethical management, which reports to the board of directors on a regular basis (at least once a year). Such responsible unit reported its implementation status to the board of directors on November 8, 2024.

Education and training:
All employees, including part-time employees and contractors, are required to receive training courses related to CHT's ethical business principles and the Code of Ethics. We plan a series of training courses on laws, audits and risk management, which include basic legal knowledge, the Code of Ethics, Ethical the Corporate Management Best Practice Principles, operating procedures and other relevant regulations for employees to study. - Legal awareness and real-life examples:
CHT's responsible unit implements education for all employees, organizes documents on ethical management, the Code of Ethics and material internal information and communicates noteworthy matters to employees through the digital learning platform and case sharing official documents. - Annual test:
In order to improve business operations, every year, we promote corporate ethical management standards and conduct relevant tests, adopt a philosophy of integrity and ethics, strengthen corporate governance and risk management and build a corporate culture that pushes forth integrity. The scope of the test covers the Ethical Corporate Management Best Practice Principles, the Code of Ethics and the obligation to maintain trade secrets, among other topics. - Regular inspection
We have formulated an Anti-Fraud Execution Plan and set up a dedicated department to monitor and track its execution, as well as ensure the operation of the overall mechanism through the internal control system and independent audits by the audit unit to jointly manage and prevent the occurrence of unethical conduct. - Whistleblower system and whistleblower protection
(1). CHT has a robust whistleblower system in place to encourage internal and external personnel to report dishonesty or misconduct in the company and has assigned the Organization and Talent Development Department as the unit responsible for accepting reports.
(2). The Communication Channels section on the official website provides effective communication channels for employees, shareholders, stakeholders and outsiders.
(3). There is a protection system for whistleblowers. The identity of whistleblowers and content of reports are kept confidential. Whistleblowers are assured that they will be protected from mistreatment or retaliation for submitting reports.
Promotion effectiveness
- From September 2 to October 8, 2024, the digital learning course "Comprehensive awareness training on the Code of Ethics and Ethical Corporate Management Best Practice Principles" was implemented for all employees and an online comprehensive test was conducted. The total number of testees was 20,011 employees, except for those who did not take the test with valid reasons (43 employees), a total of 19,966 employees completed the test, with a completion rate of 99.99%, and the total training hours were approximately 19,966 hours.
- All employees are required to sign a declaration of commitment to abide by the Code of Ethics and Ethical Corporate Management Best Practice Principles. In 2024, 99.98% of employees had signed such declaration.
- In order to implement the Code of Ethics, we obtained an external third-party declaration of conformity through the rigorous inspection process of SGS-Taiwan for six consecutive years from 2020 to 2025.
- In 2024, the company accepted a total of 60 internal and external whistleblowing reports, and no major violations of ethical management were involved.
Procedures for handling violations of Ethical Corporate Management Best Practice Principles
- Provide legitimate reporting channels and strictly protecting the identity of and the report content from the whistleblower.
- Clearly define the punishment and complaint system for violations of the ethical corporate management regulations, and immediately disclose the violator's title, name, violation date, violation content and handling status on the company's internal website.
- When discovering or receiving reports of violation of ethics behavior by Chunghwa Telecom employee, the relevant facts will be immediately investigated. If it is confirmed that there is a violation of relevant laws or Chunghwa Telecom's ethical corporate management policies and regulations, the person will be immediately required to stop the relevant behavior and take appropriate measures. If necessary, legal procedures will be used to request damages to protect the company's reputation and rights.
- For violation of ethics behavior that has already occurred, the relevant units will be required to review and propose improvement measures to prevent the same behavior from happening again.
- The company's designated unit will notify the judicial and prosecutorial authorities of violation of ethics behavior or employee who encounter others engaging in violation of ethics behavior, if such behavior involves illegality; if a public agency or public official is involved, the government anti-corruption agency will be notified.
- Incorporate ethical management into employee performance appraisal and human resources policies, and establish a clear and effective reward and punishment and appeal system.
- Chunghwa Telecom employee who violate the ethics of the behavior will be dismissed or fired in accordance with relevant laws and regulations or Chunghwa Telecom's relevant regulations.
- We disclose the title, name, date of violation, content of violation and handling of personnel who violate the ethics of the behavior on the internal website.
