Policy Aspect
Chunghwa Telecom has formulated a Code of Conduct for Chunghwa Telecom Suppliers to strengthen suppliers' anti-corruption practices. All suppliers must sign and abide by it when winning a bid. The Code of Conduct specifies:
- When performing business, suppliers shall not directly or indirectly provide, promise, request, or accept any form of improper benefits, including kickbacks, commissions, facilitation payments, or other means to customers, agents, contractors, suppliers, public officials, personnel, or other interested parties. (note)
- Suppliers who make direct or indirect donations to political parties, organizations, or individuals involved in political activities must comply with political donation laws and relevant internal operating procedures of the Company and not seek commercial interests or trading advantages. Suppliers should comply with applicable laws and internal operational policies for charitable donations or sponsorships and must not engage in disguised bribery.

With the “Anti-Corruption, Anti-Bribery, and Anti-Money Laundering Policy” established, the anti-corruption and anti-bribery guidelines are set forth clear that regulate all business interactions, encompassing directors, all employees, suppliers, and relevant stakeholders . Furthermore, the ISO 37001 Anti-Bribery Management System was introduced in 2024 to ensure that daily business activities comply with relevant legal requirements. Through prevention and supervision mechanisms, Chunghwa Telecom strives to reduce legal risks and penalties arising from corruption. |
Procurement Terms and Conditions | All bidding vendors are required to present their anti-corruption commitment statement and pledge to comply with the anti-corruption commitment throughout all stages of the procurement process, which is included as a mandatory criterion. Should a supplier violate the anti-corruption commitment, the supplier may be subject to revoke of their bidding or successful tender qualification, forfeiture of bid bonds, performance bonds, and warranty bonds, termination or rescission of contract, penalty of suspension, or claims for a punitive penalty of 20% of the procurement amount, along with compensation for any damages therefrom. |
Supplier Training and Outreach | Through the “Chunghwa Telecom Supplier Net-Zero Sustainability Academy” platform, extensive online anti-corruption awareness training is available for all suppliers, serving as our public declaration and communication of Chunghwa Telecom’s anti-corruption policy as well as enhancing suppliers’ comprehension of and commitment to the ethical corporate management policy. |
Note: Interested parties refer to directors, supervisors, managers, employees, agents, suppliers, contractors, or consultants of the Company and its group companies and organizations, as well as legal or natural persons with substantial control capabilities.
