Creating Digital Opportunities
All across Taiwan, digital opportunities are available thanks to the dedicated efforts of countless Chunghwa Telecom employees. Having covered virtually every part of the nation, they have built the essential broadband and mobile infrastructure that connects us to the world and to each other.
As a company, Chunghwa Telecom is proud of this contribution. We also endeavor to ensure greater access to digital opportunities through the Chunghwa Telecom Foundation. In partnership with volunteers from the corporate and business sector, the Foundation engages in digital education initiatives, among other projects, in rural and remote communities throughout Taiwan.
With a desire to see future generations prosper, the Chunghwa Telecom Foundation focuses on supporting local communities that seek to develop and revitalize their cultural industries. Through this work -- an all-out, collective effort that begins at the grassroots level -- we look forward to working together to build a truly inclusive digital society in Taiwan.

| CHTF “Click Taiwan” Program | In its fifteenth year, the Click Taiwan Program gathered volunteer students representing 30 departments from 20 universities and colleges. The participants, dispatched in pairs, spent their summer vacations in 20 different communities across the nation, where they drew from their personal abilities and talent to provide services including packaging design, product marketing, health education for the elderly, helping children with reading skills, website production, and video filming and editing. These experiences, encompassing the diversity and color of local life across Taiwan, were enriching for both volunteers and community members. |

About the Chunghwa Telecom Foundation
The Chunghwa Telecom Foundation has been working closely with communities across Taiwan since its founding in 2006. Seeking to address the resource gap between urban and rural areas, we orient our work according to the United Nations' Sustainable Development Goals. Our major projects include digital learning and youth volunteer programs, sports and cultural activities, marketing for local industry transformation, and general support for rural revitalization initiatives. Throughout nearly two decades of engagement, we have encountered countless moving and inspiring stories of extraordinary people across the island working to help their communities. The Foundation is proud to be a driving force of support for these efforts.
The Foundation provides services across Taiwan and its outlying islands through its “Good Digital Neighbors” offices. These 89 locations serve everyone from the Minnan- and Hakka-speaking to Indigenous and Southeast Asian immigrant communities. We hope these collective efforts will help ensure that digital opportunities and resources are available to all, regardless of one's age, ethnicity, or place of residence.
Good Digital Neighbors – A Program of the Chunghwa Telecom Foundation
Click Taiwan – University Student Outreach Program
Founded in 2009, the Click Taiwan program is a joint collaboration between the Chunghwa Telecom Foundation and National Chengchi University's Department of Radio and Television. Under the program, student volunteers from across Taiwan visit the Foundation at its “Digital Good Neighbors” offices during summer vacation. Through on-site investigation, students learn about local community needs. Then, drawing from their personal expertise and skills, the students devise and implement services or solutions to address these needs. They document their work in writing, photography and video, with the goal of sharing positive stories from these communities – all of which are shared on the Foundation's official website. To date, nearly 700 students, representing more than 80 departments from 40 universities, have participated at 90 locations across Taiwan. The program has become widely known as an important driver of sustainable community development in Taiwan.
In 2024, university students from 20 universities and 30 departments participated in Click Taiwan during their summer break, traveling in pairs to 20 communities across Taiwan. This year's program slogan was entitled in Mandarin Chinese “one hand in service, the other in preserving memories,” referring to the twin mission of the participants: to provide help and document their work. Their projects included logo design; product marketing; website creation; health education for the elderly; tutoring children in reading; promotional video production; documenting activities in indigenous communities; ocean waste recycling; marine ecology education and advocacy; photography camps for children and seniors; and cross-cultural experiences. Along the way, the participants shared these experiences through film, local magazines, e-books, interactive escape room games, and hundreds of social media short videos – all of which have helped bring attention to the uniqueness and vibrancy of local community life across Taiwan.
Click Taiwan Innovative Design Action
Across Taiwan, local community-based industries often lack manpower and resources, resulting in bottlenecks in product development. To address this, the Chunghwa Telecom Foundation launched the Click Taiwan Innovative Design Action initiative in 2020. With industry revitalization in mind, the program regularly recruits teams of university faculty and students with professional industrial design backgrounds and experience. Over the course of six months, these teams work closely with selected communities to identify “pain points” blocking development and then co-create tailored solutions. With the Foundation's support, these solutions are brought to life, turning good ideas into real-world products. Examples of past projects include: architectural space design for public facilities; packaging and brand design for local gift specialties; development of online interactive smartphone apps aimed at visitors; design IP; and website development.
In 2024, Click Taiwan Innovative Design Action collaborated with three university departments: the Department of Industrial Design at National Kaohsiung University of Science and Technology; the Department of Industrial Design at Tunghai University; and the Department of Media Design at Tatung University.
These teams worked with the Chishan Community and Kaoshi Community in Pingtung, as well as the Cizaipizhen Industry and Culture Association and Oh Mud Mud (Yu Ni Gong Hao) of Changhua County. Using the power of design, the teams are helping these communities in their endeavor to innovate and prosper.

Since the devastating aftermath of Typhoon Morakot in 2009, Chunghwa Telecom has been supporting hard-hit rural areas through digital learning programs. With the help of volunteers and teleconferencing technology, Chunghwa Telecom provides online tutoring and mentorship to disadvantaged students in remote communities. This initiative aims to provide children in these areas with a learning environment that is safe, dignified, and full of hope.
