Employee Benefits System
Chunghwa Telecom views its employees as the most important partners. Committed to “employee at ease,” we not only protect the labor rights of employees from violation but also help employees achieve a work-life balance and bring out their best through construction of a quality benefits system and a safe, decent working environment.
Happy Enterprise
Matters concerning employee retirement are administered in accordance with the Employees' Pension, Consolation Pay, and Severance Pay Guidelines of Chunghwa Telecom, while strictly in compliance with the Labor Standards Act, the Labor Pension Act, and other pertaining laws and regulations.
Prior to retirement, employees are to submit their applications 15 days in advance. Under the Labor Standards Act, we allocate 2% to 15% of our monthly payroll to the retirement reserve fund in accordance with our internal regulations. Any shortfalls are made up in March each year. The fund is overseen by the Labor Pension Supervisory Committee. For employees covered by the Labor Pension Act, contributions are made to their labor pensions on a monthly basis. A 6% contribution is deposited into individual pension accounts per the Monthly Contribution Classification of Labor Pension approved by the Executive Yuan, benefiting all employees across the Group.
A consultant re-employment mechanism has been established for senior retirees to effectively pass down their invaluable practical experience and improve talent succession efficiency, which helps strengthen our corporate human capital.
To support employees in a smooth transition into retirement, the Chunghwa Telecom Training Institute organizes the "Sweet LOHAS Employee Retirement Care Program" on a periodic basis. Meanwhile, the company continuously sponsors the "Chunghwa Telecom Retirees Association" in hosting recreational activities, ensuring employees can enjoy their retirement with peace of mind.

Childcare Benefits
Childcare-friendly Workplace
Chunghwa Telecom committed to building a thoughtful environment that fosters a balance between work and family life for employees, aiming to become an ideal childcare-friendly workplace. To alleviate the issue of low birthrate in Taiwan, and to support employees who just start families and raise children, it offers a variety of childcare support measures and benefits, including:
- Any employee with the need to care for child under age 3 may apply for 1 work hour reduced per workday with full pay and without impact to attendance or performance appraisal. Where both husband and wife are employees of Chunghwa Telecom, they are eligible to this benefit together, allowing the family to spend a quality time altogether. Starting from 2024, the scope of eligibility will be expanded to include employees with children under the age of 6.
- Starting from July 2024, the monthly childcare allowance for employees with children aged 0 to 6 is increased, and an additional maternity allowance of NT$80,000 per childbirth is available as well.
- A total of 18 workplace childcare support centers were set up at 10 locations across six municipalities for the children of employees aged 2 to 6 years old to access education and care services. Starting from the academic year of 2023, free extended-hour service is available for employees to pick up their children without worry.
To care for employees and alleviate the issue of low birthrate in Taiwan, Chunghwa Telecom offers a well-rounded care mechanism, including matchmaking before marriage, group wedding, and maternity allowance. Starting from 2006, we implemented the parental leave system first with a parental leave allowance better than the statutory requirement.
There were 112 employees applying for parental leave allowance without paid, 131 employees claiming the parental allowance, and a total of NT$16,448,000 disbursed for parental allowance in 2024. Also, “Family care leave, pregnancy checkup accompaniment and paternity leaves for males, menstrual leave for females, pregnancy checkup leave, maternity leave, and breastfeeding rooms” are available in accordance with the laws. The epidemic prevention childcare leave is also available in line with the government’s policy of epidemic prevention for employees to take care of their families at ease.
