The 2025 Smart City & Expo will be held at the Taipei Nangang Exhibition Center, Hall 2 from Tuesday March 18 through Friday March 21. Chunghwa Telecom, consistently dedicated to expanding applications of innovative technologies, is participating in the Expo for the 12th consecutive year. Chunghwa Telecom will showcase 16 exhibits in the four areas of Smart Transportation, AI Applications, Cyber Resilience and Smart City at the Taipei exhibit, all under this year’s theme of “Digital Resilience, Smart Empowerment, Sustainable Future.”
Smart Transportation – AI-Powered Real-Time Data for Traffic Optimization
The highlight of the Taipei 2025 Smart City & Expo is Smart Transportation featuring two key technology applications: Telecom Big Data on Carbon Emission Analysis and Intelligent Traffic Management System. These technologies will be demonstrated using large interactive screens presenting situational contexts, allowing visitors to more intuitively understand telecom big data applications and the benefits they bring. Visitors may interact with the timeline to see changes in carbon emissions before and after the implementation of the TPASS monthly commuter pass, revealing the positive environmental impacts of the TPASS program via changes in commuter habits that reduce carbon emissions. Demonstrating the second technology application, a dynamic signal control strategy developed applying AI image recognition to detect traffic dynamics in real time through the integration of telecom big data, signal plans can be adjusted in real time before traffic congestion happens, resulting in reduced congestion and shortened travel times.
The Smart Transportation initiative: Using Telecom Big Data on Carbon Emissions Analysis starts with mobile signal triangulation, de-identifies the data and converts it into traffic data insights. Developed as a data-driven mobile signal traffic big data platform, the system provides real-time traffic conditions for major roads across Taiwan and uses deep learning for traffic pattern forecasting. Big data analysis is used to identify vehicles and analyze their travel path, which is used to estimate urban carbon emissions and support transportation management authorities in evaluating the effectiveness of carbon reduction policies. Compared to the previously used system of questionnaires, analysis using telecom big data not only provides more complete trip information, but also enables digging into historical data to analyze the number of route trips converted to public transport following the implementation of government led carbon reduction measures. This not only allows for analyzing the increase in public transportation capacity but also accurately identifies the carbon reduction effect of low-carbon transport policies. Chunghwa Telecom’s Telecom Big Data on Carbon Emissions Analysis program has already been applied to analyze urban carbon emissions before and after the implementation of the Taoyuan City commuter TPASS program and completion of the Kaohsiung Light Rail Loop project. This analysis supports government agencies in assessing the effectiveness of low-carbon transportation policies and realizes data-driven governance.
The Intelligent Traffic Management System is designed to address traffic bottlenecks in large-area road networks in the city center. It uses AI-powered image analysis to detect traffic volume at intersections and route travel times and then further uses AI for prediction. Traffic signals are dynamically adjusted before congestion occurs by using tiered and clustered traffic diversion strategies, alleviating peak time traffic congestion. The system also integrates priority signaling for emergency vehicles, raising the efficiency of disaster and relief response. The exhibit showcases Chunghwa Telecom’s collaboration with Taipei City government in which this solution was deployed on roads around Taipei Dome, where AI cameras are used to collect traffic information for prediction and traffic signal dynamic adjustment to reduce waiting times for vehicles at intersections during peak traffic times and mass crowd events, raising the overall efficiency of the road networks.
Smart Healthcare – AI-Powered Remote Rehabilitation for Smarter Cities
The development of smart cities can further improve people’s quality of life. Chunghwa Telecom has launched its independently developed AI Remote Intelligent Rehabilitation Guidance App. Integrating AI analysis technology, this application enables the filming of physical status and follow-up analysis of skeletal structure in real time, presenting position, angles and movements. Combined with physiological measurements, this information is transmitted back to a remote rehabilitation therapist, allowing them to immediately guide patients in proper rehabilitation movements and muscle exercises. Reducing the need to travel back and forth to medical facilities, it’s like bringing the physical therapist into the home, providing one-stop medical consultation, making rehabilitation accessible to local patients and realizing the vision of telemedicine.
Smart Legal Assistant – AI-Powered Efficiency for Legal Professionals
Chunghwa Telecom's Smart Legal Assistant leverages AI technology to provide efficient assistance to lawyers. By integrating smart OCR (Optical Character Recognition), speech-to-text (STT), and a legal LLM (large language model) to organize interview content between lawyers and clients, extract key legal information, and generate legal documents. Future plans include expanding the application to handle traffic accidents, divorces, and general litigation. The system can already support lawyers to quickly draft a will. This technology will reduce time spent on tedious paperwork, allowing the public to receive more immediate and professional legal assistance.
Hardening the Resilience of Private Networks – Multi-Orbit Satellite Communications Realize Seamless Connectivity over Land, Sea and Air
In addition to advanced technological applications, smart cities also require a comprehensive network infrastructure. As enterprises undergo digital transformation, they must rely on a stable and secure network infrastructure to ensure uninterrupted critical communications. Chunghwa Telecom is actively strengthening its comprehensive network resilience through deploying its Multi-Orbit Satellite Communication Service, establishing seamless land, sea, and air connectivity. By integrating low, medium, and high-orbit satellite technologies, Chunghwa Telecom delivers stable, high-speed, and flexible-bandwidth satellite communication services, significantly strengthening network resilience. At the same time, Chunghwa Telecom offers private network services, featuring 5G high-speed connectivity, low latency, and mMTC devices support, ensuring a dedicated network environment tailored for enterprise customers.
Diverse Innovative Technologies – Building a Convenient Smart City
Chunghwa Telecom optimizes urban development and management through technology, offering the Communication Technologies & Solutions for Smart Metering, enabling remote monitoring and automated management of electricity, water, and gas meters over IoT networks. This solution helps customers accurately monitor and manage electricity, water, and gas meters, improving efficiency and realizing smart energy-saving.
The Taipei exhibition will also showcase 5G Unmanned Vehicle Smart Applications, integrating unmanned vehicles, 5G mobile communications and AI recognition technology to provide smart inspection application solutions. The application of UAVs in the public sector is highly versatile, including uses such as site inspections, environmental monitoring, and terrain observation. They are ideal for high-risk environments or large-scale area inspections. Drones not only reduce the risk to personnel, but also shorten operation times, improve inspection accuracy, and raise operational efficiency and safety management. For example, in remote areas, unmanned vehicles can be used to deliver emergency supplies, reducing transportation and waiting times and improving the convenience of people's lives.
Chunghwa Telecom's AI technology applications and smart city-related solutions will be fully showcased at the 2025 Smart City & Expo. Chunghwa Telecom’s achievements in biodiversity conservation and environmental sustainability through technological innovation will be presented at the 2050 Net Zero City Expo on the 4th floor. In the Startup Theme Zone, the Chunghwa Telecom 5G Accelerator program will work with 12 startup teams, demonstrating AI-driven innovative services. In the Global Co-creation Hall, with Co-creation, Cooperation and Co-prosperity as the main concepts, the goal of future sustainability will be achieved through cross-border partnerships, technology integration and applications, and creation of all-optical cities (See note).
