World's First! Chunghwa Telecom Collaborates with Industrial Technology Research Institute to Complete 3GPP NR NTN Satellite Video Calls

Chunghwa Telecom, in collaboration with the Institute for Information Industry of the Industrial Technology Research Institute, has successfully completed the integration of ST-2 high-orbit satellite and 5G base station, becoming the first in the world to achieve end-to-end two-way video calls based on the 3GPP 5G NR NTN (New Radio for Non-Terrestrial Network) standard communication protocol. This successful implementation of satellite video call technology not only meets the latest 3GPP Rel-19 standard specifications, but also symbolizes the deep integration of satellite communication and 5G networks towards realization.

The two parties collaborated to establish a 5G NR NTN verification field at Chunghwa Telecom's Yangmingshan Satellite Station, combining the ST-2 high-orbit satellite, the NR NTN base station developed by the Industrial Technology Research Institute, the NR NTN mobile phone, and the satellite transponder of Chunghwa Telecom Research Institute. With rich experience in mobile and satellite system technology, the team successfully overcame the challenges of high delay and signal attenuation in the Ku band of the 36,000-kilometer high-orbit satellite, and completed end-to-end two-way satellite video calls and data transmission tests. The results of this collaboration not only showcase the profound strength of Chunghwa Telecom in the integration of mobile and satellite systems, but also benefit from its long-term participation in the 3GPP mobile communication standard organization and its accumulation of strength. In recent years, it has also served as the project leader for the 3GPP NR NTN Ku band (10.7-14.5GHz). As the main contributor to the standard specifications, Chunghwa Telecom's contribution to the standardization of satellite communication technology has laid a solid foundation for the success of this verification.

Chung-Yung Chia, President of Network Technology Group, Chunghwa Telecom, said, "With our deep network technology and R&D strength, Chunghwa Telecom will continue to promote the layout of satellite technology and industry cooperation. In the future, we will work closely with the government, enterprises, and satellite research institutions to integrate multiple satellite network service resources and jointly promote the upgrade and globalization of Taiwan's satellite industry."

Pang-An Ting, General Director of Information and Communications Research Laboratories, said, "This collaboration with Chunghwa Telecom fully demonstrates Taiwan's innovative strength in the integration of satellite communication and 5G technology. The results of this collaboration will also be showcased at MWC 2025 to the world. The Information and Communications Research Laboratories is committed to promoting the development of independent technology, and in the future, we will continue to strengthen our research and development efforts to build an internationally competitive satellite industry ecosystem in Taiwan. At the same time, we will work with industry partners to embrace the new opportunities in the global satellite communication market."
