Carbon Management Strategies

Chunghwa Telecom is fully aware of the double impact of climate change on the telecom industry, which presents both challenges and opportunities. To mitigate the climate-related risks and seize low-carbon business opportunities, with the internal and external carbon management strategies combined, we invest in the development of sustainable low-carbon products and services with an innovative thinking and core competencies, securing the advantages in the low-carbon and smart economy. As such, Chunghwa Telecom aims to deliver business revenue growth, decouple operations from carbon emissions, realize a sustainable low-carbon transformation, and seize green business opportunities.

  • Internal: Stipulate the corporate “environmental sustainability development strategies and net-zero emissions targets”; improve the efficiencies of environmental information management in carbon emissions, resource utilization, etc. using the self-developed environmental information management system.
  • External: Develop renewable energy; utilize ICT core competencies; develop “low-carbon sustainable products”; and provide professional technologies and services in energy saving and carbon reduction for enterprises.
 

Low-carbon Sustainable Strategies and Actions

Action Description
Focus on environmental sustainability issues and regulatory progresses in the world
  • Keep tabs on the up-to-date developments of international environmental sustainability issues and laws and regulations as well as the requirements from the domestic environmental laws and regulations.
  • Actively introduce international management systems and respond to environmental sustainability initiatives; closely interact and engage with relevant stakeholders for proactive action plans of environmental sustainability.
  • The Group encourages employees, including those in subsidiaries, who are committed to ESG-related work to participate in training and obtain international certifications. In 2025, Chunghwa Telecom obtained 185 ISO 14064-1 certifications, 126 ISO 14067 certifications, 25 ISO 14064-2 certifications, 27 ISO 14068-1 certifications, 210 Corporate Sustainability Manager certifications, 84 Net Zero Manager certifications, and a total of 203 certifications for ISO 14001, ISO 46001, and ISO 50001.
Climate change adaptation strategies
  • Actively promote climate change adaptation actions, with the Environmental Group under the Sustainable Development Promotion Committee to coordinate on the climate change issues throughout the Company, including the targets pertaining to adaptation and carbon management.
  • Continuously implementing climate-related financial disclosure (TCFD) assessments and planning the execution of short-, medium-, and long-term climate change adaptation plans.
  • Our action plans focus on mitigation and adaptation, strengthening transitional resilience through carbon reduction technology, renewable energy adoption, and sustainable carbon management in the supply chain. At the same time, it enhances the disaster resilience of telecommunications infrastructure and communication equipment to ensure uninterrupted operations and core services under various climate scenarios and extreme weather conditions.
  • Through regular drills and disaster prevention management, as well as standardized operating procedures and execution mechanisms, the impact of disasters is reduced and communications are maintained without interruption. Covering pre-disaster early warning, equipment protection, and temporary base station deployment measures, the strategy leverages digital technology to enhance communication resilience. The "SkyStar Network" strategy is primarily designed to strengthen the resilience, backup capabilities, and future digital transformation needs of communications infrastructure, boosting the network’s ability to respond to climate change, disasters, and geopolitical risks. Simultaneously, we have established a diversified disaster information platform to enhance overall communication resilience and service continuity.
  • Established standards for the installation of climate resilience equipment and site selection regarding sea level rise, storm surges, and coastal strong winds.
Construction of low-carbon sustainable supply chain
  • As the first domestic telecom operator to join the CDP Supply Chain Program that officially initiated the supply chain carbon management action in 2018, Chunghwa Telecom equips its supplier partners with carbon management capabilities. In 2024, Chunghwa Telecom was honored with the highest leadership distinction (A-list) in the CDP Climate Change Questionnaire.
  • From 2021 to 2024, a total of 75 key first-tier suppliers signed the Joint Net Zero Initiative, responding to and supporting Chunghwa Telecom's SBTi Science-Based Carbon Reduction Initiative targets.
  • The Group will continue to incorporate supplier ESG management into supplier contract requirements. Starting in 2027, for procurement cases exceeding NT$50 million, bidding suppliers must obtain Chunghwa Telecom’s Sustainable Partner certification at the Bronze level or above.
Development of low-carbon sustainable products and services
  • Leverage its strengths in ICT businesses to actively assist the public to reduce carbon with its technology competencies
  • CHT continuously develops innovative applications of 5G, IoT, and big data to offer low-carbon solutions, and assist Taiwan in building smart and low-carbon cities
  • Reducing carbon emissions by offering professional energy-saving technologies and services through green innovative services and cloud-based products and technologies, developing "green products and services".
  • Became Taiwan's first telecommunications company to complete carbon footprint assessment for all directly operated stores.
  • Products and services with ISO 14067 carbon footprint certification include: domestic data circuit services, international direct dial (IDD) services, IPLC, hiCloud cloud computing platform services, HiLink VPN enterprise private network, Chunghwa Telecom CDN content delivery network, MOD set-top boxes 504A/B and 505A, Hami Video services, direct counter services at company-operated stores, 5G mobile internet services, HiNet internet services (including fiber optic circuits), fixed-line telephone services, and the ESG Sustainability Pavilion.
  • Products and services certified with the Environmental Protection Administration’s carbon label include domestic data circuit services, the hiCloud cloud computing platform service, HiLink VPN enterprise private network, Chunghwa Telecom CDN content delivery network, MOD set-top boxes 504A/B and 505A/B, Hami Video service, direct-operated retail counter services, 5G mobile internet service, HiNet internet service (including fiber optic generation circuits), and fixed-line telephone services.
Service process digitalization
  • We have fully implemented paperless document services. As of 2025, this has cumulatively reduced paper usage by 639 million sheets, equivalent to saving 58,000 trees, and lowered carbon emissions by 4,342 metric tons, concretely advancing carbon reduction and forest conservation.
  • As the first telecom operator in Taiwan with its service centers fully transformed into green stores, 439 regular stores in Taiwan transformed into "green stores." Chunghwa Telecom encourages consumers to purchase green products and exercise green consumption.

Carbon Management Targets

Through the Science Based Targets Initiative (SBTi), Chunghwa Telecom has lay out its short-, mid-, and long-term carbon management targets to march toward the goal of 2045 net-zero emissions.

Improve energy efficiency and develop renewable energy.
Targets:
  • A 50% reduction of carbon emissions compared with 2020 levels
  • 100% IDCs on renewable energy
  • RE100 by 2040
  • Carbon emissions reduced by 193,540 metric tons (24.49%) compared with 2020 levels
  • 86.18 million kWh(39.13%) of renewable energy used by IDCs
  • The total usage of renewable energy in the company amounted to 90.91(6.93%) million kWh
