The 2026 Smart City Summit & Expo and Net Zero City Expo will be held from Tuesday 3/17 through Friday 3/20 in Hall 2 of the Taipei Nangang Exhibition Center. Under this year’s theme of “Sea-Land-Sky · Network Resilience · AI for Sustainability.” Chunghwa Telecom will exhibit 15 diverse application achievements, including resilient networks, resilient healthcare, cultural technology, wildlife & biodiversity achievements, and global co-creation—showcasing Chunghwa Telecom’s extensive capabilities to advance the sustainable development of smart cities through its “Sea-Land-Sky” network strategy.
Multi-Orbit Satellite Systems Enhance Network Resilience Drone Applications Advance Resilient Healthcare
Chunghwa Telecom will present the implementation progress of its “Sea-Land-Sky” strategy as part of the Taipei Highlights exhibition of this year’s expo. Chunghwa Telecom will showcase via a large-screen display its integration of submarine cables, mobile and fixed communications networks, microwave communication, and multi-orbit satellite systems to build a national-scale multi-layered resilient network—an architecture which will ensure that communications services remain uninterrupted in the event of disasters or other emergencies. Chunghwa Telecom is also advancing deployment of an Innovative Optical and Wireless Network (IOWN) infrastructure while accelerating the building of AI data centers (AIDC) and AI Compute Cloud to build out a robust environment supporting the deployment of AI applications in Taiwan.
Chunghwa Telecom is actively expanding its multi-orbit satellite applications to strengthen national network resilience. Last year it successfully secured commercial licenses for OneWeb low Earth orbit (LEO) satellites and SES O3b medium Earth orbit (MEO) satellites, making it the exclusive telecom operator in Taiwan with a complete constellation of geostationary (GEO), medium (MEO), and low Earth orbit (LEO) satellite systems. Chunghwa Telecom has entered into strategic partnership with U.S.-based satellite company Astranis to launch Taiwan’s first dedicated communications satellite, with services expected to begin in the second half of 2026. Satellite applications span a broad range of uses, including disaster response, connectivity for remote areas, maritime and aviation communications, television broadcasting, and Internet of Things (IoT) services—providing a solid foundation for both government and enterprise to develop network resilience.
“Resilient Healthcare” integrates 5G low-latency connectivity with the highly resilient “Sea-Land-Sky” communications network, along with drone-based smart delivery, aerial cold-chain logistics, and smart temperature-controlled containers to establish a resilient transport system for blood products and medical supplies. This system establishes an emergency aerial corridor while simultaneously monitoring flight status and temperature control data, accelerating the delivery of emergency blood products and medicines before patients arrive at hospitals. By responding within the critical hour for life-saving trauma care, the system supports government disaster relief and healthcare in remote areas.
Chunghwa Telecom has also launched “5G Unmanned Vehicle Smart Applications” integrating drone technologies, 5G connectivity, AI, and flight control systems, which along with its independently developed Unmanned Vehicle Smart Inspection Service enables real-time transmission of high-resolution images and data to a command center. With real-time monitoring and AI analysis, the system improves the efficiency of on-site monitoring, inspections, and decision making, supporting applications including industrial facility inspections, solar panel inspections, and drone logistics services, demonstrating the diverse applications of drone-based services.
Comprehensive Smart Traffic Solutions Supporting Smart City Traffic Management
Chunghwa Telecom has long been deeply engaged in smart transportation, independently developing AI-based pedestrian and vehicle flow recognition technologies and integrating them into embedded cameras. These technologies enable AI processing to be performed on the camera, allowing the system to identify traffic volume, intersection turning movements at intersections, waiting times, and pedestrian dynamics and may be applied to smart transportation applications, including traffic flow surveys, intelligent traffic signal control, and pedestrian safety.
Through AI-driven traffic prediction, traffic signals can be adjusted in real time according to tiered and clustered traffic management strategies before congestion occurs, helping alleviate traffic congestion during rush hours and major public events. The system can also be combined with emergency vehicle priority signaling to improve the efficiency of ambulance and disaster response while reducing overall travel time. The system can also detect pedestrians crossing at crosswalks and coordinate with traffic signals to ensure safe crossings.
The “Energy-Saving Smart Bus Stop Signs” solution integrates a solar powered system with ultra-low energy consuming e-paper displays to create an efficient, environmentally friendly, and sustainable solar-powered e-paper display. The system integrates a request to flag a bus to stop. Through mobile communication technology, combined with the cloud-based smart bus stop management and monitoring platform, power consumption of the bus stop systems, communications connectivity, live streaming images from the site, and tilting of the bus stop display can be monitored in real time, delivering a new solution for both intelligent and low-carbon transformation of bus stops.
Chunghwa Telecom is the first in Taiwan to deploy digital twin technology for smart railways. Integrating innovative hybrid positioning, 5G low-latency transmission, and AI-powered analytics, the system creates a real-time digital twin of railway operations—enhancing train operational safety, maintenance efficiency, and environmental sustainability.
Diverse Innovative Technologies Safeguarding Smart City Environments and Secure Connectivity
To promote environmental protection, Chunghwa Telecom has independently developed AI image recognition technology and applied it to a wide range of environmental enforcement applications. These applications include motorcycle exhaust pipe recognition, illegal dumping detection (vehicle identification), litter detection, and license plate and behavior recognition for littering violations, assisting government environmental agencies in monitoring noise, waste disposal and construction waste. By integrating Vision Language Model (VLM) technology, the system can rapidly identify vehicle license plates and analyze various truck bed types, enabling agencies to quickly retrieve evidence and improve incident handling.
The “Smart Call Number Protection Solution” employs Chunghwa Telecom’s self-developed number masking platform to de-identify phone numbers and enable two-way number masking during communications. This allows both businesses and consumers to use a representative number as a communications bridge, effectively preventing personal data leaks and risk of fraud, protecting privacy, strengthening corporate brand reputation, and ensuring the security of transaction communications.
Chunghwa Telecom is dedicating its technological prowess to the preservation of biodiversity. By leveraging 5G, and AIoT, the company has developed a state-of-the-art Multi-modal Smart Ecological Monitoring System. This system integrates advanced applications such as AI-powered image and sound recognition, E-fence, and real-time water-level monitoring to provide 24/7 insights into population dynamics, monitor habitat conditions, and prevent external intrusions.
Enhanced with GPS path tracking, the system also supports critical migration studies and threat assessments. Its successful deployment in Tainan's Cigu Wetland, supported by collaborative conservation efforts from all parties, has been instrumental in the conservation of the black-faced spoonbill, contributing to a remarkable population increase of over 500 birds.
Furthermore, Chunghwa Telecom is transforming its operational sites into ecological demonstration bases through its "Hundred Species Conservation Project." This initiative focuses on the conservation of threatened native plant species in Taiwan, demonstrating the company's concrete commitment to environmental protection.
