Telecom Big Data Innovative Services for Smart City Governance Wins the 2025 Smart City Innovative Application Award

Chunghwa Telecom uses Cellular-based Vehicle Probes(CVP) and big data analysis technology to translate de-identified telecom big data into road travel time, traffic flow, origin–destination and other traffic data. Together with in-house developed AI and deep learning technologies, Chunghwa Telecom has created three innovative application services to assist in data governance in smart cities. Telecom Big Data on Carbon Emission Analysis Service combines transportation big data to obtain activity data of various vehicles, assisting government agencies in analyzing the effectiveness of sustainable transport policies in reducing carbon emissions. Telecom Big Data Mobility Heatmap Analysis Service provides traffic movement paths and continuous, comprehensive traffic flow change monitoring, which can be applied to the analysis of urban transportation policy effectiveness. Moreover,Telecom Big Data Traffic Forecasting Service uses AI models to combine time and space dimension to predict crowd heat and road travel time, and support the formulation of non-routine traffic management policies for events and long holidays. These three innovative services have been implemented in many cities and counties across Taiwan, such as Taoyuan City, Hsinchu City, Tainan City, and Kaohsiung City, supporting the pre-evaluation and post-performance analysis of various transportation strategies, including TPASS, public transportation construction, newly constructed roads, lantern festivals, concerts, etc., to strengthen the digital governance capabilities of government agencies and accelerate the roll out of smart cities.

Diversified Integration Export, Co-creation of AI Smart City Infrastructure won the 2025 System Integration Export Award

In the 2025 System Integration Award, Chunghwa Telecom was honored for its outstanding achievements in the smart city sector with the theme “Global Deployment of Integrated Solutions: Co-Creating the AI Smart City Infrastructure."

Chunghwa Telecom is committed to integrating Taiwan’s high-quality products and technologies, embodying the "Team Taiwan" spirit by collaborating with industry partners to develop various smart city solutions. Our goal is to bring Taiwan’s successful smart city experiences to the global stage and actively support smart city development worldwide.

Through the Smart City Management Platform developed by the Chunghwa Telecommunication laboratories, we integrate 5G, AI, big data, and cloud computing to manage a wide range of IoT sensors deployed in cities, including air quality monitors, surveillance cameras, and flood prevention sensors. With AI-powered image recognition technology, real-time disaster assessment becomes possible. Additionally, AI analytics enable the monitoring of IoT alerts and device status, allowing for the effective consolidation and management of real-time information. This helps city administrators swiftly understand urban operations and make informed decisions.

This innovative application exemplifies the competitiveness and innovation of "Taiwan Excellence." In 2024, the solution was successfully implemented in Thailand, Indonesia’s new capital, and several allied nations, receiving high recognition from clients. Looking ahead to 2025, Chunghwa Telecom will continue partnering with top-tier Taiwanese enterprises to drive innovation, optimize application services, and contribute Taiwan’s expertise to the global smart city ecosystem.

Chunghwa Telecom’s Metaverse Platform, creating an immersive experience

Chunghwa Telecom's 5G Metaverse Innovative Applications uses three core technologies, realistic Avatar and 3D scenes, edge computing and cloud rendering, and e-wallet identity authentication and digital asset transactions to create the CHTLand platform, providing digital twin, metaverse performances, drills and military simulation applications. Chunghwa Telecom has specially created a 3D LED immersive experience in the Kaohsiung exhibition area. Through four giant LED displays, videos such as 5G Intelligent Intersection Safety Systems and 2024 Metaverse Marathon, Tainan 400 National Fun Run will be displayed, allowing visitors to experience the 3D world of the Metaverse.

The 5G Intelligent Intersection Safety Systems being exhibited by Chunghwa Telecom at the expo integrates 5G technology and AIoT sensing technology to create a vehicle network information broadcasting platform. It simulates a train passing through an intersection from the perspective of the Kaohsiung Light Rail driver's cabin. The Light Rail uses sensing LiDAR and radar equipment installed on the roadside to analyze violations and a warning system to immediately notify the Light Rail driver, thereby improving the safety of the intersection driving environment. Visitors to the exhibit can also learn about Chunghwa Telecom's effective overall service solutions in integrating traffic detection, cloud technology and Internet of Vehicles services, which will help local governments promote efficient smart transportation services.

AI-driven Smart Services Upgraded to Enhance Port, Law Enforcement, and Customer Service Efficiency

Chunghwa Telecom is showcasing Automated Gate System, AI Multi-Functional Law Enforcement, and Smart Customer Service at the exhibition to help the public better understand applications of AI in smart cities.

Chunghwa Telecom’s Automated Gate System Integrates Automated Gate Clearance Process Integration and Container Yard Personnel, Vehicle and Container Identification and Positioning Technology to achieve 24-hour customs clearance services in commercial port control zones and free trade zones. The technology is applied to automated container yard entry and exit operations, improving operational efficiency and realizing a safe and efficient smart port.

AI Multi-functional Law Enforcement uses independently developed AI technology to provide a variety of violation detection and environmental penalty solutions to improve road safety and the quality of the living environment.

For Smart Customer Service, AI-powered Q&A and knowledge management technologies are used to develop a multi-round conversation chatbot. This chatbot supports multiple channels, including websites, social media, and phone, achieving an accuracy rate of over 90%. It features more than 15 dialogue modes and a comprehensive AI knowledge management backend, enhancing the customer service experience.

Chunghwa Telecom Showcases Smart City Innovations for a Sustainable Future with Digital Resilience and Smart Solutions

As super-aged societies emerge, how to create smart healthcare environments through technology has become a focal point in the development of smart cities. Chunghwa Telecom is showcasing the Remote Patient Monitoring System at this exhibition, replacing traditional physiological monitoring equipment with medical AIoT devices, combining video consultation and care with remote monitoring to improve the last mile of home-based hospitalization and reduce shortages in hospital ward space and lessen the workload of medical staff. In addition, the Senior Health and Position Tracking System integrates front-end smart wearable devices and combines them with applications such as health analysis, electronic fences and positioning alarms to provide comprehensive health management and safety tracking. It also allows back-end management units to quickly grasp the movement trajectory and health status of lost elderly people, bringing a more secure and convenient life to the elderly and their caregivers.

With the development of electric vehicles, the demand for charging points is increasing. The CHT PowerHub management platform integrates multiple brands of EV chargers to provide one-stop charging management services in response to the ESG policies of enterprises and the government. In addition, in order to strengthen user data protection in online transactions, Chunghwa Telecom has launched the "SMARTY call number protection solution", a masking platform service (NMS) which provides companies with exclusive representative numbers to prevent the real phone numbers of the caller and the receiver from being leaked, thereby achieving the company's goal of protecting customer personal data.

At the 2025 Kaohsiung Smart City Summit & Expo, Chunghwa Telecom will exhibit its 5G, AI and other innovative technology accomplishments and comprehensive integrated applications. We will also continue to research and develop various technologies and expand related business collaboration with the aim of digital resilience and smart drive to promote smart cities toward a sustainable future.
