Human Rights Policy
Chunghwa Telecom supports and voluntarily abides by internationally recognized human rights conventions, including “Universal Declaration of Human Rights”, United Nations Global Compact”, “United Nations Guiding Principles on Business and Human Rights”, human rights framework and spirit of “International Labor Organization guiding principles,’ human rights promotion assessment and other due diligence work, thereby strengthening the human rights awareness of internal colleagues and stakeholders.
Chunghwa Telecom’s Human Rights Policy is applicable for the Chunghwa Telecom and its affiliated organizations. In addition, the same standard shall apply for Chunghwa Telecom’s suppliers and partners to meet expectations in line with the policy spirit and basic principles.
Human Rights Assessments
We have proactively conducted assessments of potential human rights issues for our own operations, suppliers, and joint ventures to review the issues related to the implementation of human rights policy on a regular basis by the Company. The review results of detailed record for implementation of human rights policy, including the audit performed on the execution status of child labor, aboriginal rights, supplier human rights assessment, etc., the matters to be improved shall be submitted to the relevant units for review and to develop improvement measures. We make mitigation plans for most sites with risk identified.
Human Rights Due Diligence
In order to identify potential human rights violations cases, Chunghwa Telecom conducts human rights impact assessments on value chains every year and provide subsequent remedial measures to mitigate the adverse effects of risks. Following is the due diligence process.

Step 2 Identifying scopes and issues:
Identify material issues with corresponding value chains, including Chunghwa Telecom and its subsidiaries, joint ventures, supply chains and customers, through internal meetings.
Step 3 Assessing impact:
Based on different material issues, responsible units are designated to conduct further assessments and confirm relevant impact, also record results of review and extent of impact on “Record sheet of human rights policy self-inspection” at length.
Step 4 Mitigating and monitoring:
Summarize the result of assessments for mapping human rights risks. Responsible units are also designated to review specific risk issues and develop mitigation measures.
Step 5 Reporting:
Disclose the implementation of human rights policy and due diligence process on corporate CSR report and website.

People with Disabilities Rights Protection
In order to safeguard the rights and interests of persons with mental and physical disabilities and to ensure their equal opportunities to participate in social, political, economic and cultural activities, promote their self-reliance and development, the Company shall employ people with disabilities with capability to work in accordance with the provisions specified in the "People with Disabilities Rights Protection Act". In 2016, we’ve hired 795 employees with disabilities, much more exceeding the regulation, which is 212 persons.
Sexual Harassment Preventive Measures
To protect against sexual harassment, we have duly enacted the “Guidelines of the Chunghwa Telecom Co., Ltd. in Sexual Harassment Preventive Measures and Grievance” to prevent sexual harassment and help victims of sexual harassment proceed with grievance or subsequent legal procedures. To take charge of a sexual harassment incident, we have duly set up the “Grievance, Investigation & Appraisal Committee” which has five Committee members, including three female Committee members, with female Committee members accounting for over one-half the members. In 2017, no discriminatory incidents of any sorts were reported.
