Performance Appraisal

“Employees Performance Evaluation Guidelines” has been formulated at Chunghwa Telecom and our group companies to effectively evaluate performances of employees using an array of performance evaluation mechanisms for the all-win scenario of employees, customers, and group companies.

Long-term Incentive Plan

Chunghwa Telecom has established a retention bonuses program, offering cash reward if the employee has attained a certain standard of continuous service years and certain level in the recent performance appraisal. Since the company's official privatization in 2005, as of 2025, the number of employees with at least 10 years of service and meeting performance evaluation standards is 11,036 (including 23 expatriate managers assigned to subsidiaries such as Honghwa International Corporation and CHT Security), accounting for 54%. Among them, 7,289 employees have at least 20 years of service and meet performance evaluation standards, accounting for 35.7%.

In addition to Chunghwa Telecom's retention bonuses program, subsidiaries are encouraged to independently develop diversified incentive and retention measures based on their respective industry development and operational characteristics. Apart from the parent company, Chunghwa Precision Test Tech. Co., Ltd. have also established their own retention programs. As of 2025, a total of 157 employees are eligible under such programs, accounting for 17% of the general employees of the respective company, further strengthening the foundation for talent retention and sustainable development across the Group.

To actively elevate our human capital competitiveness, the “Additional ESOT Bonus” program came into force in January 2024 for talent retention.

In terms of remuneration, the Company has established a performance-based variable pay mechanism, under which both the Company's operating results and individual performance are incorporated into compensation determination to ensure that remuneration is linked to performance outcomes. This performance-based variable compensation mechanism applies to employees of Chunghwa Telecom and its group companies, enabling colleagues to share in the Company's achievements based on their performance, thereby enhancing overall organizational effectiveness and reinforcing sustainable competitiveness.

Retirement Protection

Chunghwa Telecom established the mechanism with welfare of labor retirement. Matters concerning employee retirement are handled in line with the relevant regulations of the Labor Standards Act and the Labor Pension Act by both the Company and its subsidiaries across the Group. 

Employees are to submit an application 15 days prior to retirement. In accordance with the Labor Standards Act, we allocate 2% to 15% of payroll each month to the retirement reserve fund in accordance with the Company's internal regulations, and make up any shortfall in March each year. The fund is supervised by the Labor Pension Supervisory Committee of the Company.

For employees covered by the Labor Pension Act, we make monthly contributions to the labor pension fund, which is deposited into individual accounts on the basis of the Monthly Contribution Classification of Labor Pension approved by the Executive Yuan. A statutory contribution of 6% of employees' monthly wages is deposited into individual pension accounts, covering employees across the entire Group.

Also, Chunghwa Telecom has the mechanism for rehiring veteran retirees as consultants is in place for them to pass down their seasoned experiences effectively for the benefit of business development, elevating the efficiency in talent succession and boosting the corporate human capital.

Besides, to help our employees to adapt to and create quality lives after retirement, Chunghwa Telecom Training Institute was especially commissioned to organize “Care Program for Retirees' Sweet, Happy Lives.” Also, we continued to contribute to “Chunghwa Telecom Retirees Association” in support of it organizing recreational activities, so that employees may enjoy their retirement at ease.
